Allowing the war-prone individuals, bent on evil, to gain power in governments must be one of the most significant reasons that wars erupt. Individuals with prowar inclinations are naturally aggressive and seek power over others. As Friedrich Hayek argued in his book The Road to Serfdom, "the worst get on top." The power seekers also convince themselves that they are superior to average people and have a moral responsibility to use force to mold the world as they see fit.
